How The Swedish Government Attempted To Avoid Their Own Parliament With "Informal" U.S. Intelligence Sharing

...The MOJ team expressed their appreciation for the flexibility of the U.S. side in regards to memorializing any agreement. They expressed a strong degree of satisfaction with current informal information sharing arrangements with the U.S., and wondered whether the putative advantages of an HSPD-6 agreement for Sweden would be offset by the risk that these existing informal channels, which cover a wide range of law enforcement and anti-terrorism cooperation, would be scrutinized more intensely by Parliament and perhaps jeopardized. Dr. Svensson reiterated MFA concerns about the current political atmosphere in Sweden. She believed that, given Swedish constitutional requirements to present matters of national concern to Parliament and in light of the ongoing controversy over Sweden's recently passed surveillance law, it would be politically impossible for the Minister of Justice to avoid presenting any formal data sharing agreement with the United States to Parliament for review. In her opinion, the effect of this public spotlight could also place other existing informal information sharing arrangements at jeopardy...

The secret cables, seen by The Daily Telegraph, disclose how Swedish officials wanted discussions about anti-terrorism operations kept from public scrutiny.
They describe how officials from the Swedish Ministry of Justice and Ministry of Foreign Affairs had a “strong degree of satisfaction with current informal information sharing arrangements” with the American government. Making the arrangement formal would result in the need for it to be disclosed to Parliament, they said.

WikiLeaks Has Said It Holds Bank of America Documents; Bank of America Stock Falls 3%

Nov. 30 (Bloomberg) -- WikiLeaks founder Julian Assange, who told Forbes magazine that he’ll release documents from a U.S. bank next year, said in 2009 that his group had a hard drive from a Bank of America Corp. executive.
“We are sitting on 5GB from Bank of America, one of the executive’s hard drives,” Assange said in the Oct. 9, 2009, interview with Computerworld magazine, referring to five gigabytes of data. “To have impact it needs to be easy for people to dive in and search and get something out of it.”
WikiLeaks plans to release “either tens or hundreds of thousands of documents depending on how you define it,” Assange said in a Nov. 11 interview with Forbes, declining to identify the bank from which the documents came. He said the release would occur early next year and would include “some flagrant violations, unethical practices.”...

US diplomats asked to spy: WikiLeaks

WASHINGTON — The United States has ordered its diplomats to play a larger intelligence role by performing espionage work like obtaining the credit card and frequent flyer numbers of foreign dignitaries, according to leaked US documents published Sunday.
Secret cables -- leaked by the whistleblower website WikiLeaks and published in newspapers including the New York Times and The Guardian in Britain -- reveal that US State Department personnel are asked to glean highly personal information from UN officials and key players from countries around the world.
The cables alluding to work usually associated with the Central Intelligence Agency and other spy bodies were sent to embassies in Africa, the Middle East, eastern Europe, Latin America and the US mission to the United Nations.
For example, a classified directive sent to US diplomats under US Secretary of State Hillary Clinton's name in July last year sought technical details about the communications systems used by top UN officials, The Guardian said.
These included passwords and personal encryption keys used in private and commercial networks for official communications, it reported.
The New York Times said that one cable signed by Clinton sought "biographic and biometric information on ranking North Korean diplomats" from US diplomats at the US mission to the United Nations in New York.
The Guardian said the directive also sought intelligence on UN Secretary General Ban Ki-moon's "management and decision-making style and his influence on the secretariat."
